Credit card giant VISA International has suspended its business with ePassporte, an Internet payment system widely commonly used to pay adult Webmasters and a raft of other affiliate programs.
Company owner Christopher Mallick broke the news to ePassporte customers in an e-mail sent Thursday, saying Visa International had suspended the company’s ePassporte Visa program, which is processed through St. Kitts Nevis Anguilla National Bank.

Please be advised that, at 12:00 PM PDT today, September 2, 2010, we were notified that effective immediately, Visa International has suspended our banking partner’s (St. Kitts Nevis Anguilla National Bank) ePassporte Visa program. The ePassporte e-Wallet program continues to be up and running, except funds cannot be transferred between your Visa Account and your e-Wallet. At this time ePassporte can no longer issue Visa Cards, and the ability for our Account Holders to make point of sale purchases and withdraw funds from ATMs has also been suspended.
At this time we do not know why this drastic action was taken by Visa. To us, it is unconscionable that such action would be taken without the opportunity for ePassporte to fully understand Visa’s reasons and to be able to take all steps necessary to keep our program running the way it has so successfully done for over 7 years. But that is what Visa has done.
As soon as we have more information we will be in contact with you.
In the meantime please be assured that your funds are safe.

ePassporte’s Visa Virtual Account allowed customers to pay online at any Website that accepted Visa cards. The program also issued customers physical cards that could be used to withdraw cash at ATMs around the globe.
I reached out to both Mallick and Visa for further details and will update this blog if I hear from either.
Update, Sept. 7, 1:07 p.m. ET: Visa just issued the following statement, sent to me via e-mail in response to my request last week for more information:
“At the request of St. Kitts-Nevis-Anguilla National Bank (SKNA), on September 2, 2010, Visa blocked network access for prepaid cards issued by SKNA and operated by ePassporte.com to address certain program deficiencies. ePassporte.com is a third-party agent that works with SKNA.
“It is important to note that impacted SKNA prepaid cardholders are still able to access their funds through SKNA or SKNA’s agent, ePassporte.com. For more information cardholders should contact SKNA or ePassporte.com.
“Visa is committed to maintaining the integrity of its global payment network and routinely conducts due diligence to ensure Visa prepaid programs adhere to the company’s stringent program requirements and controls.”

This news caught my attention because I have recently encountered ePassporte accounts tied to several shady affiliate programs, such as those used to reward people who promote rogue anti-virus products and online pharmacy sites.
A number of adult Webmaster forums are buzzing with the news, but few seem to know more than what’s in the statement from ePassporte. However, the administrator of the online forum italkcash.com suggests that the move by Visa is in response to new anti-money laundering requirements mandated by the Credit Card Act of 2009, which affects prepaid cards and other payment card instruments that can be reloaded with funds at places other than financial institutions.
While ePassporte’s Mallick can’t be happy about these developments, the situation may provide a nice bump for his new movie: Mallick helped produce the Paramount film Middle Men, a movie released Aug. 6, 2010 that is based on his personal experiences in the porn Web site billing industry. The synopsis from the film’s Wikipedia entry seems oddly prescient:

We already know from VISA’s email to Mr. Krebs that our cards were suspended “At the request of St. Kitts-Nevis-Anguilla National Bank (SKNA).”
The bank spokesperson only seems concerned with trying to defer the blame to someone else and denying any “wrong-doing.”
I wasn’t aware that anyone had been formally accused of wrong-doing, but her statements imply otherwise. Most disturbing is the fact that she makes no reference to our funds being in their bank and locked by their bank. Her statements are useless and defensive. They are offensive as well in the respect that she makes no reference whatsoever to all of the account holders who are suffering because of this situation, which was intitiated by SKNANB.
If ePassporte was not in compliance with the rules set forth by the bank and VISA, it was the banks responsibilty to insure that compliance and work with ePassporte to that end. It seems as if when the bank didn’t get what they wanted from ePassporte they pulled this stunt as if to say, “So there!”
It’s time that we start bringing this situation more to the attention of the public. People need to be made aware that this bank locked our funds and left us helpless. If SKNANB and the St. Kitts government start getting more and more bad press over this issue perhaps they will be more inclined to work on resolving it. Our message should be a resounding, “Don’t trust your money with SKNANB or the island of St. Kitts!!!”
P.S. We can continue to blame ePassporte all we want, but remember that SKNANB is the bank that initially approved Epassporte and issued the VISA cards. Now that the heat is on they are trying to act as if they had nothing to do with ePassporte and deny initiating this action. “A spokesperson for the St. Kitts-Nevis-Anguilla National Bank says the indigenous bank’s hands are clean.” Clean of what?

Any update in the ePassPorte situation? I have about $1,000 frozen in my visa virtual account. It is no tin my wallet where I have heard I can have it transferred to my bank account. Being that all of it is in the virtual account and not my wallet I cannot have a penny transferred to my bank account. I have no idea how I will pay my rent and utilities. No idea how I will feed my four children. No idea how I will afford my 6 medications. No idea how or where I will live when rent is due the 1st of October. AND not hearing one single solitary word from MR. Mallick make sit look very fishy. When will we get our money Mr. Mallick? How come you haven’t posted a update since your first and only notice? There is a long time passed since September 3 when we were very surprised after receiving a message from Mr. Mallick that our accounts are frozen, now it is 10 days since it all began, how much information do we have now, it was promised that the situation will be resolved by next week and we still do not have any single fact how this crazy situation being resolved, what is done to return our money epassporte is “safely” keeping, no comments regarding information from Visa that we can still access our funds through SKNA or ePassporte.com by contacting them.
They keep us in silence because they are hiding something from us, and they want us hope and believe that things will improve …
I thing we are facing a big risk of losing our founds, because a lot of people like me and you are sitting and just waiting that soon we will receive a message with good news, they are keeping our money guys and no matter if you have seventy bucks or 70K they have no rights not letting us to access our savings.
So if we do nothing about it then it means we are letting them to steal our money, with the help of the internet there are so many ways to let everyone know that many people are left without access to their money, that we want ePassporte to be responsible for their actions. I spoke with a Mr Esrick Lanns this morning (14 Sep). He is listed in their blurb as the Senior Manager of their Credit Division.
After doing a passable impression of the Artful Dodger, claiming to know nothing of a company called Epassporte, he offered to transfer me to someone who could answer my query. There followed a period of silience, followed by the inevitable disconnection tone.
Hardly the actions of a bank with a clear conscience.
I wish everyone the best of luck in getting their money back out – and I have money of my own in jeopardy – but I am more concerned about the demise of the service as a whole. If someone at Epassporte has been dopey enough to turn a blind eye to terrorists, mobsters and the like using their service, then it is hard to see things getting back on track, given that the spotlight of the Western intelligence agencies will be firmly trained upon them.

epassporte have been GREAT for us over the past 5 years. We’ve put over a million dollars through them without problems.
The fact is that the Visa part of their service is suspended via action from the St Kitts Bank. Now epassporte are scrambling to offer an alternative. There are MANY offshore banks who would love their business, and can issue Electron Visa or Mastercards.
As soon as ePassporte are up and running again with a more professional offshore bank, their service will resume.
Why? ePassporte did not cause this trouble – the offshore dopey bank did.
In the first message sent from epassport to us the customer, they said they have no knowledge of why VISA blocked all accounts and would let us know as soon as possible an answer . WELL i am sure now after 2 weeks they KNOW WHY and how to get everyone their money back . Anybody reading here have a idea of what might really end up happening with ePassPorte?
I have had to come to some sort of peace with the good possibility I will never see the $1,000 remaining in my EP account or I would be going freaking nuts. I still am really stressed about it but really what can we do say if another month goes by with no word from CHRISTOPHER MALLICK about EP and how we can get our money?
If we don’t hear anything from the owner of EP say in a month who really has our funds and what will happen to them? Whose pocket does the money go too?
I have had to make some peace with myself as well that they wont give us our money, but don’t lose all hope and give up! It is YOUR money, and you have the right to get it back. I might not get my money back, but I wont go away quietly either. It may end up turning into a law suit.
This situation smells worse than a dead old fish… I also have been working with Epassporte for years and I haven’t had any problems until now, but the fact that we have no info update on what’s happening with our money, doesn’t look good. My money were stuck in Wallet when the problem showed up and they offered as an option the transfer thru an US Checking Account…only when I tried to do that they asked me for soooo many papers, that the only thing left to send them would have been the PIN code…LOL Now my Epassporte account is in Funds Safe Mode and God knows when they will unlock it! We are told that it was the St Kitts National Bank who started all this by requesting Visa International to suspend support of Epassporte cards and that this was due to perceived non-compliance of some new law (presumably in St Kitts or the USA) designed to prevent corrupt use of the Epassporte service.
Wherever the truth of the matter may lie, Visa stand to lose credibility themselves if they continue to wash their hands of this matter. If this is not resolved satisfactorily, I for one, will never again opt for a card with the Visa logo upon it and I hope that commentators on the internet will make sure that they do not walk away from this unscathed.

I am being lazy yes……. as epassport nv is based in curacao has anyone got the details of the finacial regulators in St Kitts and Curacao? although all the companies are going to shift blame i would still feel better writing to, the regulators of both the above the U.S regulators all the newpapers, any other great blogs like this one , and generally any lawyer that is willing to listen.

I’ve already tried calling the bank number and they have an option to leave a message in their after hours mailbox, but the recording said something like, “Sorry, cannot leave message in that mailbox because it is full”.

I guess my earlier message was censored. I have no idea why when I simply copy and pasted a letter directly from ePassPorte. Everyone check your ePassPorte inbox for their newest letter published today. The letter from EP is below and also the link to the bank ST. Kitts website notice concerning the ePassPorte situation and how eventually we might get our money. Pray that we do.

This means that when you login to your ePassporte Account, you will only be able to see your Wallet balance. On instruction of SKNANB, on September 23rd, 2010, ePassporte’s network access for cards issued by SKNANB was disabled. As a result, SKNANB prepaid cardholders will not be able to view their card balances through the ePassporte.com website.
SKNANB is actively working to restore, as soon as possible, SKNANB prepaid cardholders’ ability to obtain information regarding their Visa card balances and to access Visa card funds. SKNANB prepaid cardholders can expect further communication from SKNANB on or before September 30th 2010.

I was able to talk to ST. Kitts Bank today and all they said is that they were working on the issue and we should know something by September 30th 2010. They didn’t really say much else except to direct me to their notice about ePassPorte cardholders at:

I asked them whether it would be 3 days 3 months 3 years and they just said the September 30th date again. They really didn’t sound too concerned for us. I also asked how or what exactly they were doing to rectify the situation and they said they did not have the authority to give me that information. But they have the authority to hold our money hostage for as long as they want.
I will continue to pray that this is resolved soon. At least ePassPorte and St. Kitts are not remaining totally silent even though more updates would be nice.
