‘White Label’ Money Laundering Services

Laundering the spoils from cybercrime can be a dicey affair, fraught with unreliable middlemen and dodgy, high-priced services that take a huge cut of the action. But large-scale cybercrime operations can avoid these snares and become much more profitable when they’re able to disguise their operations as legitimate businesses operating in the United States, and increasingly they are doing just that.

Today’s post looks at one such evolution in a type of service marketed to cybercrooks that has traditionally been perhaps the most common way that thieves overseas “cash out” cybercrimes committed against American and European businesses, banks and consumers: The reshipping of goods purchased through stolen credit cards.

Cybercrooks very often rely on international reshipping services to help move electronics and other goods that are bought with stolen credit cards, shipped abroad, and then sold for cash. Many fraudsters use stolen credit cards to pay for U.S. Postal Service and FedEx shipping labels — a.k.a. “black labels” — but major shipping providers appear to be getting better at blocking or intercepting packages sent with stolen credit cards (at least according to anecdotal evidence from the cybercrime forums).

As a result, crooks increasingly are turning to a more reliable freight: So-called “white label” shipping services that are paid for with cybercrime-funded bank accounts via phony but seemingly legitimate companies in the United States. Continue reading →

Sources: Credit Card Breach at California DMV

The California Department of Motor Vehicles appears to have suffered a wide-ranging credit card data breach involving online payments for DMV-related services, according to banks in California and elsewhere that received alerts this week about compromised cards that all had been previously used online at the California DMV.

CAdmvThe alert, sent privately by MasterCard to financial institutions this week, did not name the breached entity but said the organization in question experienced a “card-not-present” breach — industry speak for transactions conducted online. The alert further stated that the date range of the potentially compromised transactions extended from Aug. 2, 2013 to Jan. 31, 2014, and that the data stolen included the card number, expiration date, and three-digit security code printed on the back of cards.

Five different financial institutions contacted by this publication — including two mid-sized banks in California — confirmed receipt of the MasterCard notice, and said that all of the cards MasterCard alerted them about as compromised had been used for charges bearing the notation “STATE OF CALIF DMV INT”.

A representative from MasterCard, speaking on background, confirmed sending out an alert this week. According to bank sources, Visa has not sent out a similar alert. A Visa spokesperson said “Visa cannot comment on potential third party data compromises or ongoing investigations.”

Contacted about the alerts early Friday afternoon pacific time, California DMV Spokesperson Jessica Gonzalez said the agency would investigate the matter. Reached again at 6:30 p.m. PT (well after DMV business hours on a Friday), Ms. Gonzalez said her office was working late as a result of the inquiry from KrebsOnSecurity. She said the agency was still in the process of getting a statement approved, but that it planned to email the statement later that evening. So far, however, the California DMV has yet to issue a statement or respond to further requests for comment.

Update, 6:44 p.m. ET: The CA DMV just issued the following statement, which placed blame for the incident on the organization’s external card processing firm:

“The Department of Motor Vehicles has been alerted by law enforcement authorities to a potential security issue within its credit card processing services.”

” There is no evidence at this time of a direct breach of the DMV’s computer system. However, out of an abundance of caution and in the interest of protecting the sensitive information of California drivers, the DMV has opened an investigation into any potential security breach in conjunction with state and federal law enforcement.”

“In its investigation, the department is performing a forensic review of its systems and seeking information regarding any potential breach from both the external vendor that processes the DMV’s credit card transactions and the credit card companies themselves.”

The CA DMV did not say who their card processor is, but this document from the California Department of General Services seems to suggest that the processor is Elavon, a company based in Atlanta, Ga. Representatives for Elavon could not be immediately reached for comment [hat tip to @walshman23 for finding this document].

Update, Mar. 24, 10:54 a.m.: Elavon officials could not be reached for comment. But a spokesperson for Elavon parent firm U.S. Bank told this publication that “there has been NO confirmation of a breach. We are in touch with the CA-DMV and the authorities to determine if there is an issue.”

Are Credit Monitoring Services Worth It?

In the wake of one data breach after another, millions of Americans each year are offered credit monitoring services that promise to shield them from identity thieves. Although these services can help true victims step out from beneath the shadow of ID theft, the sad truth is that most services offer little in the way of real preventative protection against the fastest-growing crime in America.

Having purchased credit monitoring/protection services for the past 24 months — and having been the target of multiple identity theft attempts — I feel somewhat qualified to share my experience with readers. The biggest takeaway for me has been that although these services may alert you when someone opens or attempts to open a new line of credit in your name, most will do little — if anything — to block that activity. My take: If you’re being offered free monitoring, it probably can’t hurt to sign up, but you shouldn’t expect the service to stop identity thieves from ruining your credit.

Avivah Litan, a fraud analyst at Gartner Inc., said offering credit monitoring has become the de facto public response for companies that experience a data breach, whether or not that breach resulted in the loss of personal information that could lead to actual identity theft (as opposed to mere credit card fraud).

“These are basically PR vehicles for most of the breached companies who offer credit report monitoring to potentially compromised consumers,” Litan said. “Breached companies such as Target like to offer it as a good PR move even though it does absolutely nothing to compensate for the fact that a criminal stole credit card mag stripe account data. My advice for consumers has been – sure get it for free from one of the companies where your data has been compromised (and surely these days there is at least one).  But don’t expect it to help much – by the time you get the alert, it’s too late, the damage has been done.  It just shortens the time to detection so you may have a slightly improved chance of cleaning up the damage faster.  And you can get your credit reports three times a year from the government website for free which is almost just as good so why pay for it ever?”

FRAUD ALERT BREAKDOWN

Normally, I place fraud alerts on my credit file every 90 days, as allowed by law. This step is supposed to require potential creditors to contact you and obtain your permission before opening new lines of credit in your name. You merely need to file a fraud alert (also called a “security alert”) with one of the credit bureaus (Equifax, Experian or Trans Union). Whichever one you file with is required by law to alert the other two bureaus as well.

Most consumers don’t know this (few consumers know the names of the three main credit bureaus), but there is actually a fourth credit bureau that you should alert: Innovis. This bureau follows the same rules as the big three, and you may file a fraud alert with them at this link.

Fraud alerts last 90 days, and you can renew them as often as you like (a recurring calendar entry can help with this task); consumers who can demonstrate that they are victims or are likely to be victims of identity theft can apply for a long-term fraud alert that lasts up to 7 years (a police report and other documentation may be required).

Email Attack on Vendor Set Up Breach at Target

The breach at Target Corp. that exposed credit card and personal data on more than 110 million consumers appears to have begun with a malware-laced email phishing attack sent to employees at an HVAC firm that did business with the nationwide retailer, according to sources close to the investigation.

Cyber attack.Last week, KrebsOnSecurity reported that investigators believe the source of the Target intrusion traces back to network credentials that Target had issued to Fazio Mechanical, a heating, air conditioning and refrigeration firm in Sharpsburg, Pa.  Multiple sources close to the investigation now tell this reporter that those credentials were stolen in an email malware attack at Fazio that began at least two months before thieves started stealing card data from thousands of Target cash registers.

Two of those sources said the malware in question was Citadel — a password-stealing bot program that is a derivative of the ZeuS banking trojan — but that information could not be confirmed. Through a PR firm, Fazio declined to answer direct questions for this story, and Target has declined to comment, citing an active investigation.

In a statement (PDF) issued last week, Fazio said it was “the victim of a sophisticated cyber attack operation,” and further that “our IT system and security measures are in full compliance with industry practices.”

There is no question that, like Target, Fazio Mechanical was the victim of cybercrime. But investigators close to the case took issue with Fazio’s claim that it was in full compliance with industry practices, and offered another explanation of why it took the Fazio so long to detect the email malware infection: The company’s primary method of detecting malicious software on its internal systems was the free version of Malwarebytes Anti-Malware.

To be clear, Malwarebytes Anti-Malware (MBAM) free is quite good at what it’s designed to do – scan for and eliminate threats from host machines. However, there are two problems with an organization relying solely on the free version of MBAM for anti-malware protection: Firstly, the free version is an on-demand scanner that does not offer real-time protection against threats (the Pro version of MBAM does include a real-time protection component). Secondly, the free version is made explicitly for individual users and its license prohibits corporate use.

Fazio’s statement also clarified that its data connection to Target was exclusively for electronic billing, contract submission and project management. The company did not specify which component(s) of Target’s online operations that Fazio accessed externally, but a former employee at Target said nearly all Target contractors access an external billing system called Ariba, as well as a Target project management and contract submissions portal called Partners Online. The source said Fazio also would have had access to Target’s Property Development Zone portal.

According to a former member of Target’s security team who asked not to be identified, when a work order for an external vendor is created, the payment is collected through the Ariba system: Vendors log into Ariba, complete the necessary steps to close out the work order and they are later paid. But how would the attackers have moved from Target’s external billing system into an internal portion of the network occupied by point-of-sale devices? The former Target network expert has a theory:

“I know that the Ariba system has a back end that Target administrators use to maintain the system and provide vendors with login credentials, [and] I would have to speculate that once a vendor logs into the portal they have active access to the server that runs the application,” the source said. “Most, if not almost all, internal applications at Target used Active Directory (AD) credentials and I’m sure the Ariba system was no exception. I wouldn’t say the vendor had AD credentials but that the internal administrators would use their AD login to access the system from inside. This would mean the sever had access to the rest of the corporate network in some form or another.”

Last week’s story about Fazio’s role in the attack on Target mentioned that Target could be facing steep fines if it was discovered that the company was not in compliance with payment card industry (PCI) security standards. Among those is a requirement that merchants incorporate two-factor authentication for remote network access originating from outside the network by personnel and all third parties.

Another source who managed Target vendors for a number of years until quite recently said that only “in rare cases” would Target have required a vendor to use a one-time token or other two-factor authentication approach.

“Only the vendors in the highest security group — those required to directly access confidential information — would be given a token, and instructions on how to access that portion of the network,” the source said, speaking on condition of anonymity.  “Target would have paid very little attention to vendors like Fazio, and I would be surprised if there was ever even a basic security assessment done of those types of vendors by Target.”

But according to Avivah Litan, a fraud analyst at Gartner, Target wouldn’t have needed to require vendors to use two-factor logins if the company believed it had taken steps to isolate the vendor portals from its payment network.

“In fairness to Target, if they thought their network was properly segmented, they wouldn’t have needed to have two-factor access for everyone,” Litan said. “But if someone got in there and somehow escalated their Active Directory privileges like you described, that might have [bridged] that segmentation.”

OPEN-SOURCE INTEL

Many readers have questioned why the attackers would have picked on an HVAC firm as a conduit for hacking Target. The answer is that they probably didn’t, at least at first. Many of these email malware attacks start with shotgun attacks that blast out email far and wide; only after the attackers have had time to comb through the victim list for interesting targets do they begin to separate the wheat from the chaff.

But Target may have inadvertently made it easier for the attackers in this case, in part by leaving massive amounts of internal documentation for vendors on its various public-facing Web properties that do not require a login. Indeed, many of these documents would be a potential gold mine of information for an attacker.

Target Hackers Broke in Via HVAC Company

Last week, Target told reporters at The Wall Street Journal and Reuters that the initial intrusion into its systems was traced back to network credentials that were stolen from a third party vendor. Sources now tell KrebsOnSecurity that the vendor in question was a refrigeration, heating and air conditioning subcontractor that has worked at a number of locations at Target and other top retailers.

hvachooverSources close to the investigation said the attackers first broke into the retailer’s network on Nov. 15, 2013 using network credentials stolen from Fazio Mechanical Services, a Sharpsburg, Penn.-based provider of refrigeration and HVAC systems.

Fazio president Ross Fazio confirmed that the U.S. Secret Service visited his company’s offices in connection with the Target investigation, but said he was not present when the visit occurred. Fazio Vice President Daniel Mitsch declined to answer questions about the visit. According to the company’s homepage, Fazio Mechanical also has done refrigeration and HVAC projects for specific Trader Joe’s, Whole Foods and BJ’s Wholesale Club locations in Pennsylvania, Maryland, Ohio, Virginia and West Virginia.

Target spokeswoman Molly Snyder said the company had no additional information to share, citing a “very active and ongoing investigation.”

It’s not immediately clear why Target would have given an HVAC company external network access, or why that access would not be cordoned off from Target’s payment system network. But according to a cybersecurity expert at a large retailer who asked not to be named because he did not have permission to speak on the record, it is common for large retail operations to have a team that routinely monitors energy consumption and temperatures in stores to save on costs (particularly at night) and to alert store managers if temperatures in the stores fluctuate outside of an acceptable range that could prevent customers from shopping at the store.

“To support this solution, vendors need to be able to remote into the system in order to do maintenance (updates, patches, etc.) or to troubleshoot glitches and connectivity issues with the software,” the source said. “This feeds into the topic of cost savings, with so many solutions in a given organization. And to save on head count, it is sometimes beneficial to allow a vendor to support versus train or hire extra people.”

A First Look at the Target Intrusion, Malware

Last weekend, Target finally disclosed at least one cause of the massive data breach that exposed personal and financial information on more than 110 million customers: Malicious software that infected point-of-sale systems at Target checkout counters. Today’s post includes new information about the malware apparently used in the attack, according to two sources with knowledge of the matter.

In an interview with CNBC on Jan. 12, Target CEO Gregg Steinhafel confirmed that the attackers stole card data by installing malicious software on point-of-sale (POS) devices in the checkout lines at Target stores. A report published by Reuters that same day stated that the Target breach involved memory-scraping malware.

This type of malicious software uses a technique that parses data stored briefly in the memory banks of specific POS devices; in doing so, the malware captures the data stored on the card’s magnetic stripe in the instant after it has been swiped at the terminal and is still in the system’s memory. Armed with this information, thieves can create cloned copies of the cards and use them to shop in stores for high-priced merchandise. Earlier this month, U.S. Cert issued a detailed analysis of several common memory scraping malware variants.

Target hasn’t officially released details about the POS malware involved, nor has it said exactly how the bad guys broke into their network. Since the breach, however, at least two sources with knowledge of the ongoing investigation have independently shared information about the point-of-sale malware and some of the methods allegedly used in the attack.

‘BLACK POS’

On Dec. 18, three days after Target became aware of the breach and the same day this blog broke the story, someone uploaded a copy of the point-of-sale malware used in the Target breach to ThreatExpert.com, a malware scanning service owned by security firm Symantec. The report generated by that scan was very recently removed, but it remains available via Google cache (Update, Jan. 16, 9:29 a.m.: Sometime after this story ran, Google removed the cached ThreatExpert report; I’ve uploaded a PDF version of it here).

According to a source close to the investigation, that threatexpert.com report is related to the malware analyzed at this Symantec writeup (also published Dec. 18) for a point-of-sale malware strain that Symantec calls “Reedum” (note the Windows service name of the malicious process is the same as the ThreatExpert analysis –“POSWDS”). Interestingly, a search in Virustotal.com — a Google-owned malware scanning service — for the term “reedum” suggests that this malware has been used in previous intrusions dating back to at least June 2013; in the screen shot below left, we can see a notation added to that virustotal submission, “30503 POS malware from FBI”.

The source close to the Target investigation said that at the time this POS malware was installed in Target’s environment (sometime prior to Nov. 27, 2013), none of the 40-plus commercial antivirus tools used to scan malware at virustotal.com flagged the POS malware (or any related hacking tools that were used in the intrusion) as malicious. “They were customized to avoid detection and for use in specific environments,” the source said.

pos-fbiThat source and one other involved in the investigation who also asked not to be named said the POS malware appears to be nearly identical to a piece of code sold on cybercrime forums called BlackPOS, a relatively crude but effective crimeware product. BlackPOS is a specialized piece of malware designed to be installed on POS devices and record all data from credit and debit cards swiped through the infected system.

According the author of BlackPOS — an individual who uses a variety of nicknames, including “Antikiller” — the POS malware is roughly 207 kilobytes in size and is designed to bypass firewall software. The barebones “budget version” of the crimeware costs $1,800, while a more feature-rich “full version” — including options for encrypting stolen data, for example — runs $2,300.

Hackers Steal Card Data from Neiman Marcus

Responding to inquiries about a possible data breach involving customer credit and debit card information, upscale retailer Neiman Marcus acknowledged today that it is working with the U.S. Secret Service to investigate a hacker break-in that has exposed an unknown number of customer cards.

neimanEarlier this week, I began hearing from sources in the financial industry about an increasing number of fraudulent credit and debit card charges that were being traced to cards that had been very recently used at brick-and-mortar stores run by the Dallas, Texas based high-end retail chain. Sources said that while it appears the fraud on those stolen cards was perpetrated at a variety of other stores, the common point of purchase among the compromised cards was Neiman Marcus.

Today, I reached out to Neiman Marcus and received confirmation that the company is in fact investigating a breach that was uncovered in mid-December.

Neiman Marcus spokesperson Ginger Reeder said the company does not yet know the cause, size or duration of the breach, noting that these are details being sought by a third-party forensics firm which has yet to complete its investigation. But she said there is no evidence that shoppers who purchased from the company’s online stores were affected by this breach.

The entirety of the company’s formal statement is as follows:

“Neiman Marcus was informed by our credit card processor in mid-December of potentially unauthorized payment card activity that occurred following customer purchases at our Neiman Marcus Group stores.

We informed federal law enforcement agencies and are working actively with the U.S. Secret Service, the payment brands, our credit card processor, a leading investigations, intelligence and risk management firm, and a leading forensics firm to investigate the situation. On January 1st, the forensics firm discovered evidence that the company was the victim of a criminal cyber-security intrusion and that some customers’ cards were possibly compromised as a result. We have begun to contain the intrusion and have taken significant steps to further enhance information security.

The security of our customers’ information is always a priority and we sincerely regret any inconvenience. We are taking steps, where possible, to notify customers whose cards we know were used fraudulently after making a purchase at our store.”

The disclosure comes as many in the retail sector are seeking more information about the causes of the breach at nationwide retail giant Target, which extended from around Thanksgiving 2013 to Dec. 15, and affected some 40 million customer debit and credit cards.

Target: Names, Emails, Phone Numbers on Up To 70 Million Customers Stolen

Nationwide retail giant Target today disclosed that a data breach discovered last month exposed the names, mailing addresses, phone number and email addresses for up to 70 million individuals.

The disclosure comes roughly three weeks after the company acknowledged that hackers had broken in late last year and stolen approximately 40 million customer debit and credit card records.

“As part of Target’s ongoing forensic investigation, it has been determined that certain guest information — separate from the payment card data previously disclosed — was taken during the data breach,” the company said in a statement released Friday morning.  “This theft is not a new breach, but was uncovered as part of the ongoing investigation. At this time, the investigation has determined that the stolen information includes names, mailing addresses, phone numbers or email addresses for up to 70 million individuals.”

Target said much of the data is partial in nature, but that in cases where Target has an email address, it will attempt to contact affected guests with informational tips to guard against consumer scams. The retail giant was quick to note that its email communications would not ask customers to provide any personal information as part of that communication.

Target Chairman Gregg Steinhafel apologized for any inconvenience that the breach may have caused customers, and said he wanted customers to know that “understanding and sharing the facts related to this incident is important to me and the entire Target team.”

Nevertheless, the company still has not disclosed any details about how the attackers broke in. This lack of communication appears to have spooked many folks responsible for defending other retailers from such attacks, according to numerous interviews conducted by this reporter over the past few weeks.

Cards Stolen in Target Breach Flood Underground Markets

Credit and debit card accounts stolen in a recent data breach at retail giant Target have been flooding underground black markets in recent weeks, selling in batches of one million cards and going for anywhere from $20 to more than $100 per card, KrebsOnSecurity has learned.

Prior to breaking the story of the Target breach on Wednesday, Dec. 18, I spoke with a fraud analyst at a major bank who said his team had independently confirmed that Target had been breached after buying a huge chunk of the bank’s card accounts from a well-known “card shop” — an online store advertised in cybercrime forums as a place where thieves can reliably buy stolen credit and debit cards.

There are literally hundreds of these shady stores selling stolen credit and debit cards from virtually every bank and country. But this store has earned a special reputation for selling quality “dumps,” data stolen from the magnetic stripe on the backs of credit and debit cards. Armed with that information, thieves can effectively clone the cards and use them in stores. If the dumps are from debit cards and the thieves also have access to the PINs for those cards, they can use the cloned cards at ATMs to pull cash out of the victim’s bank account.

At least two sources at major banks said they’d heard from the credit card companies: More than a million of their cards were thought to have been compromised in the Target breach. One of those institutions noticed that one card shop in particular had recently alerted its loyal customers about a huge new batch of more than a million quality dumps that had been added to the online store. Suspecting that the advertised cache of new dumps were actually stolen in the Target breach, fraud investigators with the bank browsed this card shop’s wares and effectively bought back hundreds of the bank’s own cards.

When the bank examined the common point of purchase among all the dumps it had bought from the shady card shop, it found that all of them had been used in Target stores nationwide between Nov. 27 and Dec. 15. Subsequent buys of new cards added to that same shop returned the same result.

On Dec. 19, Target would confirm that crooks had stolen 40 million debit and credit cards from stores nationwide in a breach that extended from Nov. 27 to Dec. 15. Not long after that announcement, I pinged a source at a small community bank in New England to see whether his institution had been notified by Visa or MasterCard about specific cards that were potentially compromised in the Target breach.

This institution has issued a grand total of more than 120,000 debit and credit cards to its customers, but my source told me the tiny bank had not yet heard anything from the card associations about specific cards that might have been compromised as a result of the Target breach. My source was anxious to determine how many of the bank’s cards were most at risk of being used for fraud, and how many should be proactively canceled and re-issued to customers. The bank wasn’t exactly chomping at the bit to re-issue the cards; that process costs around $3 to $5 per card, but more importantly it didn’t want to unnecessarily re-issue cards at a time when many of its customers would be racing around to buy last-minute Christmas gifts and traveling for the holidays.

On the other hand, this bank had identified nearly 6,000 customer cards — almost 5 percent of all cards issued to customers — that had been used at Target stores nationwide during the breach window described by the retailer.

“Nobody has notified us,” my source said. “Law enforcement hasn’t said anything, our statewide banking associations haven’t sent anything out…nothing. Our senior legal counsel today was asking me if we have positive confirmation from the card associations about affected cards, but so far we haven’t gotten anything.”

When I mentioned that a big bank I’d spoken with had found a 100 percent overlap with the Target breach window after purchasing its available cards off a particular black market card shop called rescator[dot]la, my source at the small bank asked would I be willing to advise his fraud team on how to do the same?

CARD SHOPPING

Ultimately, I agreed to help in exchange for permission to write about the bank’s experience without actually naming the institution. The first step in finding any of the bank’s cards for sale was to browse the card shop’s remarkably efficient and customer-friendly Web site and search for the bank’s “BINs”; the Bank Identification Number is merely the first six digits of a debit or credit card, and each bank has its own unique BIN or multiple BINs.

A quick search on the card shop for the bank’s BINs revealed nearly 100 of its customers’s cards for sale, a mix of MasterCard dumps ranging in price from $26.60 to $44.80 apiece. As one can imagine, this store doesn’t let customers pay for purchases with credit cards; rather, customers can “add money” to their accounts using a variety of irreversible payment mechanisms, including virtual currencies like Bitcoin, Litecoin, WebMoney and PerfectMoney, as well as the more traditional wire transfers via Western Union and MoneyGram.

With my source’s newly registered account funded via wire transfer to the tune of USD $450, it was time to go shopping. My source wasn’t prepared to buy up all of the available cards that match his institution’s BINs, so he opted to start with a batch of 20 or so of the more recently-issued cards for sale.
